OK let’s make clear several things about California and droughts. You must understand when I say this I am very familiar with California and have spent much time there. I have literally been from Victoria BC to San Diego California and even to Mexicali Mexico. I have been from east to west over the state from throwing snowballs on 21 June near Truckee to getting a car sand blasted between Barstow and Bakersfield. I have been in the Redwoods to the beach where they filmed the scene they dubbed in the statue of Liberty in the Planet of the Apes. I pretty well know California, its insanity, its geography, its politics and even its economy. I know it’s climate summer and winter. I have seen Redlands when the wind was 95 miles per hour and about 90 degrees in December (Santa Ana Wind). I have seen Arrowhead and even the ranch the movie people use for westerns just north of Big Bear. I have been to Victorville to Sacramento. I promise you I know Califronia.
Now anyone who characterizes California as one climate is an idiot. It is everything from a rainforest to a deep desert at death valley and down to El Centro. It is High mountains to scorching plains. California has exceptional water resources. Do not imagine they are out of water they are not! California is out of water because they choose to be out of water. They mismanage their water beyond your imagination.
Now for the bulk of the state south from the north of the central valley to Mexico the low level areas are pretty dry. The area however; is cyclically in flood or drought. It spends most of the time in drought about 3 to 5 years out of every 6 years. It varies a lot. When it is not in drought it is absolutely in flood. Geologic data suggests that the ratio of dry to wet years sees 5 dry to 1 wet year. The mountains are different. The main range to the east along the border with Nevada is usually very wet in the winter and soaked in snow. This is why I tell you the place has lots of water.
To fix California’s water problems which hasn’t got much to do with drought is mostly a water use efficiency problem. If they reused their sewer water they would have about 10 times the useful water supply. The place simply has mismanagement of water. I am not suggesting

The mismanagement of California water is beyond imagination. California should not be dumping water for salinity control of the delta in the bay area when California is going ape over water shortage. You need to see this and watch it. The water release is over fish spawning which is the delta shad which is an invasive species in the delta. .
